The major good thing in U16 is that now raids drops BtA tomes instead of BtC ones. This way A LOT of drama is removed.

For those who curious: there was no loot bonus (no gem, no global bonus, no blesser)

I'm not sure tomes have changed to BtA. It's just that all the upgrades are BtA.

I posted a bit back that I pulled an upgrade +3 to +4 DEX tome out of my 20th reward list for Reaver. Makes sense that they'll also drop in the quest. Definitely awesome.

Elite Reaver's Fate raid chest has dropped +3s for years. As raid loot, not as random high-level drop. Same thing with ToD and +4s.

It's high enough level for +2s (and 2->3 upgrades) to drop as random loot, in addition to the +3s (and 3-> upgrades) as raid loot.

Meh, tomes have never been the motivation for me to do a raid. There are plenty of places tomes will drop that are less of a hassle than any raid. (Well, except being close to my 40th TOD-got a 4to5 Str tome for my barb!) Good bonus for the people who still need items from certain raids though.

I still have a btc +3 cha tome that I got from Reaver's that I didn't use. (from well before U14)

A +2 to +3 Cha upgrade was in the end reward list of Dreaming Dark...Casual with +2 loot gem.

I got a +2 to +3 upgrade from a Shroud the part between killing Aristrakos first time and clicking the altar that kills everyone and sends them to the moon for the final battle (whatever part that's considered to be, someone enlighten me I always get the parts confused )

That's not a +4. That's an upgrade tome and useless unless you have used a +3.

AH has a lot of +3 tomes.
So, to me there is not much difference between tome upgrades (+3 to +4) and +4 tomes.

It was in the main raid chest.
I'm as surprised as you are.

My guess is this:
1) Raid tomes (+3 tomes or upgrades from +3 to +4) drop chance (unknown chance, I think it's like 4%) is the same as it was in the old raid, the only change is that in case of Raid tome drop there is an additional roll made: +3 tome (75% chance) or +3 to +4 upgrade (25% chance).
2) Additionally, any random loot (in any chest, including raid chest) can also be tomes. Since it was low lvl raid and we had +2 loot bonus then +2 tome dropped (which can happen in any lvl 18 chest). The chance of this is 1/333 per chest. Again, additional roll is made for it to be an upgrade from +2 to +3 (25% chance).

Here is where it was clarified that those bonuses are each a different week. Basically the original announcement was horribly worded.
