Was just able to obtain Oriphaun's 7th Journal without encountering the Yuan Ti rares.
North of the 7th journal there is a 2nd rock outcropping and a hill. Abundant step from the hill onto the northern rock outcropping. There are a few ledges up to a band that wraps around to the south.
Go to the southern edge of the band and abundant step from there to the rock outcropping with the scroll on top. There is a ledge on that outcropping that you can land on. From there, jump up to the scroll.
