Quest teleportation

Not sure where to post this but here it goes. I came back to play after being gone a year and when I click on some of

the quests it pops up with a "teleportation to quest is temporarily disabled" or something to that effect and I have seen

some people pop right into the quest next to the group but it never works for me.

May be mistaken but i believe has something to do with the public setting.
If you had your quest public people could join straight from the adventure compendium.
It says there how many groups are up for each quest, these things are fairly new.
