Min lv gear from a lv 21 quest?

First off ive ran a hand full of toon's from lv 20 too 25 and 24 when the MOTU came out. and for the life of me i cant remember all the end rewards being min lv 23 really?

so i decided too take my old battle bard through and i was looking forward too some loots but every thing i pull or choose is very high min lv.. so back too my question was this like this when we all started this mod or have they changed it ?

We did just finish a bonus +2 loot period, so it would make sense that some of the items you were pulling from chests in a level 21 dungeon were level 23. Bonus loot is over now though, so your drops should be back to normal.

Of course you could also be running it at a harder level than normal or just very lucky at the rare moment when you didnt want to be 'that' lucky! :)
