I combined my account from Lotro and DDO into 1 account so that I know is possible. As far as a character transfer from 1 account to another no I seriously doubt Turbine would allow that.

If i remember correctly there is a special option to make this happen but a cash payment is requested and you should submit a request @ support.turbine.com naming accounts (log in names, forums names, final name chosen after the fusion).
I think i fail to remember how much money it costs, i guess it could go from 50 to 100 bucks, but not guaranteed if you ask me.
Hope this helps.

It could be possible if they can verify that both accounts were created in the same persons name. Possibly... but if they can it would likely be a paid thing.

The problem I would think is that he would have had to use 2 different e mails to make 2 diff accounts.
