Reset quest repeat penalties at 25

Before epic destinies came out I spent a lot of time at cap getting my toons some epic gear. Now that I want to get some xp I am out of luck as many of the quest I want to run are at 90% repeat penalty. Would be nice if there was a way to reduce this penalty. I could tr and plan out quest runs to optimize xp for ed's but I shouldnt be penalized for not wanting to tr.

I especially like the idea of having the reset around 25 or so. Quests stop giving decent XP around 10 repeats, reseting at 25 means running it 15 times for no XP, which for my favorite quests I would be perfectly willing to do.

I"m midway through my first ever TR right now, and frankly I'm not sure there is going to be a TR #2. Its fine for some people but I'd rather see this XP reset!

This seems like one of the things that MUST happen in order to salvage endgame XP. Having to be overly OCD about what quests you run before you cap is annoying. Not knowing, and getting massive repeat penalty on one of the "Good XP" quests is even worse.

Other adjustment need to be made, in my opinion, including an overhaul of how players gain epic Destiny XP and fate points, and no degrading penalty to repeating optionals after capping, but that is a different subject entirely.

It would even be worthwhile to have a min lvl 25 item in the ddo store to reset repeat penalties
