Min lvl for Cannith Challenges

I dont have a character low enough, or a slot open, or I would test it. Can you enter the Cannith Challenges before lvl 4? The CR dosent go below lvl 4, but is there a min lvl requirement? I'm certain I have heard this mentioned before, but I dont remember what the answer was.

You can't open, but you can get in.

As long as someone in the party can enter, so can you. I believe this is to allow a level 7 to join a group of level 8's in a level 8 quest.

In fact, a toon under level 20 can enter an Epic challenge if someone level 20+ opens it. AFAIK, this is not possible with Epic quests.

You can in fact open a challenge at a level above your toon as long as someone in your current group is of that level, they do not have to enter the challenge. I have a level 3 with over 30 house C favor, my intention is to get him 50 House C favor!
