I'm on my last life before I TR into my final build. I want to make farming for epic destiny XP as easy as possible on my final life. What is my best strategy for doing that? I read somewhere that once you hit lvl 25 quest repetition penalties stop. If I farm all the way to lvl 25 this life, then TR (and reset my quest counters), when I reach lvl 20 next life would I have no repetition penalties and get full epic destiny XP on all my epic runs (no matter how many times I run them)? What happens if I run quests that have epic options (sands, VON, red fens, etc.) during my final life while I am leveling to 20, will that count against my BB and repetitions when I later run the same content on epic (after level 20)?

the general advice is to avoid any quests that have Epic level options on the way to 20

When you TR, quest counters reset, as you said. however, quest repetition does start over and continues counting until you have either banked enough XP to take level 25, or are level 25 (I'm not 100% sure about the banking option). So, to answer your question specifically, once you reach 20 again you WILL have repetition penalties accruing for epic content, as capping out the life before does not carry over.
Also yes, running quests that have Epic options will start counting against repetitions and also bravery bonus regardless of the difficulty you run them on. You can, however, use any "first time" bonuses to temporarily circumvent the repetition penalties for those quests., noting that epic casual, epic normal, epic hard and epic elite count as new and individual difficulties form their heroic versions.

You may also want to consider leveling some E.D's before you TR. I got all my melee E.D's done on my main during his druid incarnation so I wouldn’t have to do it on a caster heavy Artificer incarnation.

OK, great advice. Too make sure I understand...
Step 1: Life before my final TR, get to lvl 23 and then bank the XP needed for lvl 25, but do not take levels 24 or 25. Work on some ED that make sense for my build.
Step 2: TR into final life and level to 20 again, but this time do NOT run any quests that have epic options (sands, VON, red fens, etc.) so that I do not start the repetition counter. Then when I hit epic lvls I will already be lvl 23 with enough xp banked to cap at 25 (since I did that the previous life). Then I can run whatever epic quests I like without getting any repetition penalties, which will make it easier to farm out ED XP.
Is this correct? Is there any reason to lvl from 23 to 25, or should I just stay at lvl 23 with my xp banked until I am done grinding out all my epic destinies?

You got it for the most part. Experience for epic destinies is retained when TRing but epic levels aren't so 21 to 25 will need to be redone for each life.
On whether 24 or 25 are worth taking, leveling to 24 is ok if your character can use the feat or wants a ML 24 item. You would still get full experience for quests level 21 or higher. 25 is iffy unless there's a really amazing ML 25 item you can't live without.

You can level up to 25 if you like. 24 has a feat and a stat point, so it is very tempting, but 23 is the "sweet spot" for XP and for finding pugs.

This is not quite correct. Epic levels and eic desitnies are different animals entirely. Epic levels work just like regular levels - when you TR you need to gain the XP to pick them up again. Destinies, however, retain any XP put into them between TRs.
Personally, i feel that there is plenty of XP at epic levels that 1 run through carnical, fens, von, sentinels etc won't kill it. It will mean 1 step closer to reptition penalties, and no bravery, but that doesn't seem to be a huge inhibiting factor to me.

Either way is fine. 23 is the sweet spot for XP and groups, 24 has a feat and stat point, and 25... well 25 doesn't actually do much. As long as repetition penalties stop once you cap out your xp (Which can be done from level 23, but i need verification on this as i have not personally tested it), then staying 23, or taking 24 or 25 are all viable options (Though 25 is the bottom rung o the "Viable" ladder)

When you hit 20 again you won't magically be 23. There's no difference between 21-25 than than there was for 1-20.
You TR; you start at 0 and have to work up to the cap.
There's no real benefit to doing anything this life other than not having to do it next life, just like every other thing when you TR.
If you're doing several lives, then it makes sense to do a little ED XP each life, so when you get to your final life you won't have to worry about it, but honestly, at the rate new content comes out, it won't matter. I'm on life 7/12 now and I set the (low) goal of 1m ED XP each life, so that by the time I hit my final life, I've done a good chunk of my ED XP and don't have to stress completions.

That is correct. Quest repetition counters stop increasing at 3 million epic experience, even if your character is only 23 and banking the last two levels.
