As a pure rogue, you're going to want the Improved Sneak Atk epic feat, which requires base DEX 21; presuming you put your pts into INT, your build only has base DEX 18 (16 + 2 tome). One option would be base DEX 18 + 3 tome if you can get one.

Pre-U14, I would've said Power Atk was a must-have, which would mean base STR 13 (e.g., base 11 + 2 tome); but Precision has lost its dmg penalty while still providing +5% to-hit and -25% fortification, so it's now a viable alternative to PA. [You can't have both active simultaneously, just like you can't have PA + CE both on.] So I would add Precision in addition to (or maybe instead of) Finesse.

You took IC:Slash but no khopesh feat, so I'm inferring you plan to use (epic) Midnight Greetings (unless there's some awesome sickle I don't know about ;)); but why take OTWF? Kukris are light weapons; there's no offhand penalty. Or do you plan to use a rapier in your offhand?

Enhs look okay, though I'd probably drop Skill Boost and some DEX to add W&S Mastery.

I don't think i'd go for 18 int. 6 whole points for 2 points just never agrees with me.

I mean you could drop it to 16 lose 1 mod point and take and make str 14, Or you could add 2 more to con, hell even take the halflings main racial stat and go for 18 dex. As your going to need a BASE of 21.

U'd just end up spending level ups in it anyway so why not take those 6 points, spend them more usefully, then use the level ups for int or whatnot. Get a base of 18 dex to start and then all you need is a +3 tome (they sell for around 400 to 600k plat) and ur golden.

I would drop Oversized TWF and get Precision. +5% to hit and 25% fort bypass is pretty awesome.

Also I think you are missing a Rogue class feat at level 10. Drop Crippling strike and take 2x Skill mastery for +2 to all skills.

For lv21 epic feat, get Improved Sneak Attack for 3d6 SA damage. The lv24 feat is kinda hard to suggest..you want to use khopesh? If so, Khopesh proficiency. Tell us what you plan to do with that build.

To tailor it to a 32pt build, drop Con to 14. Obviously, you will not be able to take the PL:SoS feat, so there is an option to take Exotic Weapon Proficiency: Khopesh at 3, and IC: Slashing at 12.

Personally, I would not go Finesse, but Strength, even if you started with a rather low Str. If you plan to use EMG exclusively (which I don't find to be a great option, in particular for breaking raid boss DR), then you won't even need the finesse feat.

As others have said:

- lower starting Int to 16. 6 build points for 2 stat points hurts. But I'm guessing this means you're really aiming to be the "Master Assassin" build. If so, search in this forum for "Master Assassin" - there's a build on page 1 or 2 I think that's very int-focused for the best possible Assassinate DC's.
I'd be more inclined to go 16 starting Dex, Con, and Int though.

- feats look good, but as others mentioned Precision is now very much worth it. Also, a Rogue lacks basic proficiency with any good slashing weapons such as khopesh, or even scimitar. Keep that in mind, as you may need to focus on piercing, or spend a feat in a good slashing weapon.
That said, piercing seems to be the best choice these days as Shadowdancer offers a free +3% doublestrike with light weapons, and the epic Smallblade is a really easy +6% doublestrike weapon to combine with a solid rapier. Throw in Opportunist, and a twist from an epic destiny (Grandmaster of Flowers), and you can be sitting at a permanent 15% doublestrike. Not bad. (20% if with a warchanter).

- once at level 20+, you'll want to keep in mind some good epic feats to pick up. Improved Sneak Attack requires a base 21 dex; Epic Toughness requires a base 21 con. You may need to put some level up points in those if they appeal to you, as it's hard to hit a base 21 without doing so (especially if you don't have access to +4 tomes). If those don't appeal to you, then that's an extra 2 feats to do with whatever you like.

- Dodge. As you mentioned you're a returning player, keep in mind combat has changed. Rogue's forte is now dodge %, and feats such as Dodge, Mobility, etc. all add to dodge % (capping at 25% maximum). You may or may not want to focus on gear and feats that boost this. Something to keep in mind.
eg. Dodge feat (3% dodge) + epic Duelist leathers (which grants Mobility (2%) and +4% dodge) is a quick and easy 9% dodge. Throw in the base 6% from a 20 Rogue, and epic Wind bracers from Cannith challenges, and you're sitting at 18% out of a max 25% already.

- the rogue special feats are a matter of personal preference. I'm with you, though, on Opportunist, Improved Evasion, and Crippling Strike. Even Slippery Mind is very useful - I find a ton of content is casting Fear these days. A feared Rogue is a useless Rogue.
