With the changes to AC and the addition of Dodge and PRR, is an Evasion tank no longer ideal for most raids and situations, or does it depend on the situation?

How does AC, Dodge, and PRR affect the benefits of evasion? None of those things protect you from a fireball to the face. Evasion still does.

I love my TWF evasion tank, although he's wearing light armor now, and his two monk levels are worthless for AC (but still nice for the feats).

No, evasion tanks are not dead.

You basically trade one form of mitigation for another. however....this can be done on a situation by situation basis.

Evasion build still has the ability to put on some heavy armor when needed in order up their PRR in situations where their evasion wont be as good of a mitigation device as PRR is.

You can get enough PRR with a light armor to loose near to nothing vs. heavy armors. Dodge is more beneficial to light armors too, since it's caped by MDB.
AC suffers a bit, but you can still achieve a reasonable AC without heavy armor.
The main benefit is that you can evade most incoming spells. It's much better to take 0 damage from a 600 DBF than 300.
See for example my perspective build for u14: The Immortal (http://forums.ddo.com/showthread.php?t=385330). I end up with 128 PRR (47% mitigation). With a heavy armor and the same configuration, I would have 143 PRR (49.6%), i.e. only 3% more mitigation.

Interesting allways thought Monks had to not wear armor for their evasion..
They still get evasion even when not centered, just lose the stances anmd Monk AC not the Wis bonus to AC.

DDO - Evasion (passive): When a monk makes a successful Reflex save to avoid damage, he or she suffers no damage instead of half damage. Evasion requires light or no armor.

Evasion will work in light armor (IDK about medium) regardless of what class grants it, there is no difference between rogue, monk, or ranger evasion.

Yes; what you lose is the monk's Wisdom bonus to AC, but since light armor gives more AC now, light armor is usually the better choice for any monk splash.

Depends - while light armored tanks may get higher dodge from a better max dex bonus (a difference of 13 in, for example, the new red dragonscale), the difference is much smaller if you are comparing adamantine body to mithral body (a difference of 4 in any docent), and the difference in PRR is also smaller (there is some kind of problem where adamantine body users are not getting the extra +6 PRR from heavy armor - this is not on the known issues list).

The biggest jump in dodge cap is from mithral body to composite body (5 vs 25). You also save 1 feat with composite body.

I find em useful on the new raid at least.

We usually take one along, pal/art/rog build i believe. He's ver useful as he can handle the traps, tank all the mistress to keep the commetfalls off the party tell we ware rdy for them, and tank a boss or 2 at the endfight. As well as self heal and umd most scrolls effectively.

Limits your dps a lot, but has lots of utlity which still serves a purpose in the current content.

There's not a single epic elite that warrants the uber AC only obtained from Tower Shield + Heavy Armor. A balance of Dodge, PRR and AC is much more desirable. Evasion is preferred in all of the non-raid content, especially epic elite where castermob/spellward damage is obnoxiously high.

Looking forward to testing my kensai II DoS I and 2 lvls of monk in the new content but thinking of LR +2 and taking 2 rogue lvls. Do you guys know if I can disable those spellwards with 2 lvls of rogue?
