I start at lvl 7 with 32 pts. No reincarnation.

Initial thoughts are max Intimidate, 1 in Tumble, rest in Balance and anything left over in Spot or Jump. Not sure why you have 16 Dex, unless it gets you something in ED's, so drop that down and either boost Str or look at gear and see if you might more easily enable Silver Flame healing by investing the points in another Ability. I don't see any tactical Feats, so I'd probably drop Spring Attack for Improved Sunder or Stunning Blow. You could probably drop Oversized Two-Weapon Fighting for something else too. Didn't really look at Enhancements.

By starting with 14 Dex (+3 tome enough for TWF), you could start with 18 Con and could thus apply for eToughness with a +3 tome.
11 Wis does you nothing. That's 3 points you can use to start with 17 Str. Dumping Int to 8 would allow to start with maxed Str. You would loose skill points, but you could still get: 23 ranks in Intimidate and 6 ranks in balance.

-Toughness 4 is never a good bet. Toughness 3s are rarely. That's 10 AP you can turn into something more useful.
-Dwarven Axe Attacks have been strongly marginalized by the new AC system. Instead of attack + d20 vs. AC, you now do d100 vs. (attack + 10.5) / (2 * AC) + .2, and it rounds so the 6 AP you spend on +2 to-hit might do literally nothing for you.
-Crit Acc 4 is right out.
-Item Defense 1 can hit the bricks too.

What to do with your newfound 21 AP...
-Haste Boost, Haste Boost, Haste Boost. The first rank is so unbelievably powerful (6%+ DPS boost for 1!!! AP) that you're just silly not to take it.
-You also never take Kensei 3, which is weird. Grab Attack Boost 3 (useless but a pre-req) and Kensei 3 and Mastery.
-Dwarven Spell Defense is really your strongest enhancement as a dwarf. Ideally your best bet is human or half-elf for more heal amp and more DPS, but if you do stay dwarf you may as well grab rank 3.

And since that puts you at -1 net AP, drop an Armor Mastery. Done! :)

Stats and feats are fine, assuming you're going for Overwhelming Critical. If not, well... do. Precision also might be worth considering, because why not? And drop OTWF for Improved Sunder.

If you're new to DDO, I wouldn't advocate splurging on a +3 Supreme tome for your first(?) character. Most of us go went thru multiple chars before figuring out (A) how DDO works and (B) what we liked best, which means you might regret spending all those TPs on a character you end up not liking. That being said, a +3 Supreme does open up some possibilities here... :)

Now, having just said that, I'm gonna whip up a build which splurges on two more tomes: a +1 DEX & +1 INT taken at lvl 3. Why? You'll see...

Normally I wouldn't dream of starting below max STR on a Kensai build like this, but there's a method to my madness - i.e., reasons why I spread stat pts like that:


Base DEX 14 + 1 tome @ lvl 3 lets you take TWF at lvl 4; the +3 tome @ lvl 11 lets you add ITWF & GTWF.
Base CON 18 + 3 tome will let you get epic Toughness (+50 HPs).
Base INT 9 + 1 tome @ lvl 3 gets you 8 extra skill pts from lvls 4 thru 11 until you take +3 INT @ lvl 11, which gets you 9 more skill pts from lvls 12 thru 20. It's a rather expensive way of getting max Balance on this build - remember: the DPS of any build flat on its back is zero ;) - but hey, if you're gonna splurge, get as much outta it as you can.
Base CHA 8 + 3 tome and base WIS 8 + 3 tome will let you use Silver Flame healing potions (http://ddowiki.com/page/Favor#The_Silver_Flame) without being rendered helpless by the "-10 to all stats" penalty. It takes a lot of SF Favor to unlock them (probably won't happen before lvl 15) and they don't come cheap; but they'll be the single best source of self-healing you'll have as a pure fighter w/out UMD.

I'm on the fence about a few feats. Precision is better than it was since they got rid of the dmg penalty this update, but I'm not sure how often one would actually use it; still playing around with it myself. Power Crit is "just" a +2 Seeker bonus, but that's still much better than it was. Dodge & Mobility are better than they were - +5% Dodge & +2 MDB - but I'm still not convinced they're worthwhile to a non-tank; but this build has a few feats to spare, so why not? I also considered tweaking things (probably by dropping base CHA to 7) to hit INT 13 (base 10 + 3 tome) in order to add Combat Expertise + Improved Trip to improve the tactics flavor (instead of Dodge & Mobility).

Despite taking TWF at lvl 4, for the first several levels, I would use a greataxe, particularly if you've got a Carnifex (http://ddowiki.com/page/Carnifex). Power Atk + Carnifex pretty much pwnz everything crittable until you've got at least ITWF and probably GTWF too.

Unfortunately, a dwarven Kensai wielding dwarven axes is always going to be a little behind the DPS curve compared to the best khopesh builds, so I tried to include more of what dwarves do have going for them - namely survivability, thru higher CON, more Toughness enhs, epic Toughness, and Dwarven Spell Defense (+3 to all saves vs magic). Plus a couple of tactics boosts for good measure.
