Iv tried casting the spell quench on multiple types of enemys and they all say there immune.It would be nice to give them a -15 pen to cold damage.But appartenly everything immune to it?...

From the wiki abut Quench.
A burst of water quenches flames. Lingering fire spells, such as Wall of Fire, are dispelled. Your allies are cured of any lingering fire damage effects, and receive a +15 enhancement bonus to fire resistance. Your enemies receive a -20 penalty to cold and electricity resistance. The resistance bonuses and penalties increase to 25 at caster level 8, and 35 and caster level 12. They last one minutes. Fiery enemies, such as fire elementals, take 27 to 33 cold dame pr 4 caster levels, to a maximum of 108 to 132. A successful fortitude save halves the damage, and negates the resistance penalties. D&D Dice: Deals 2d4+25 cold damage per 4 caster levels.
Are you using it on Fire typed monsters?
Are you using it to stop fire based spells?

He is using it in order to lower the cold resistance of the enemies. Judging from what I read they don't have to be fire type monsters.

Well the way I read it they would need to be. But then I haven't tried it out yet. Will see can I test it a bit later though.

The way I read it, the enemies need to have cold or electricity resistance before you can lower it...

Nothing on there that says fire type enemies.

THAT says fire typed enemies.
Edit: I tried it out and it seems to work fine for me. I tried a random Sharn Syndicate on Casual.

spells which have multiple effects can sometimes show "immune" if an enemy is immune to one of the effects it deals.
for example, a tharaak hound should be immune to, say, the blinding effect of sunburst, but not the light damage. a boss may be immune to the knockdown of cyclonic blast, but not the damage. and so forth.
in this case, i would suspect the mob is showing as immune to the dealing damage portion, but may still be hit by the resistance decreases; try examining the mob to see if it shows the negative effect.
(of course, this isn't to say that the spell is not buggy or not working - i don't know for sure about that. it's just a guess).

It doesn't add vulnerability, it just reduces resistance (down no lower than 0).
