I usually don't rant but after a 12 hour outage yesterday for "maintenance", I am at a loss for words that on a Tuesday morning I'm getting locked-up due to latency.
2 out of the last 3 quests have slowed to a crawl after only 45 minutes of gameplay.

Did you do a trace route to DDO to verify there are no issues en route to the DDO game servers?

I am also having problems with this issue. I have played for several years and never had any significant problem with lag. Around U14 though I started seeing the yellow latency symbol. It slowly progresses to red and then I receive a message that says I have been disconnected from the chat server. After that message, the game returns to normal and I can fight, run or do whatever I had been doing.
The problem is this normally happens in combat. While I am stuck, the monsters do not have the latency problem and they beat the bejesus out of me while I am frozen. At times, I think the game is unplayable. I really wish I knew how to solve the problem. I tend to doubt that it is on my end, when my son and I play at the same time, we notice the latency problem at the same time, whether we are grouped together or not.
Is this a problem that the Devs are aware of and are working on? Or is this a permanent feature of the game?

Not being on your end doesn't automatically mean Turbine is at fault. There are multiple "hops" between your system and DDO's servers. Just looking at a basic trace for me shows a total of 12 hops to get from my computer to DDO's URL. If any of those have issues, it will cause this problem to occur.

Sure, I get that. It just seems that others here are having the same problem. I am looking for some confirmation that others are experiencing what I am. Misery loves company.

Well since you are asking I have had this happen more often since u14. In fact pre-u14 I never had an issue. Now sometimes when I log in for the first time I chose my character and then when it get's to the last place my character was and is loading the red latency icon comes up immediately. Then I get booted. I try again and it's OK, though I have had to try twice before.
I notice that it seems to be most frequently when I do a mail check on all 8 of my toons. I.e. I log in and check my mail, re-post on the AH then log into the next character. Then after I get through all 8 I log off completely for a bit and log in later to play.
So if i log into a bunch of different characters then quit and try and come back in I get this more often then if I don't. To clarify more often I would say the red icon comes up about 2-3 a week now. However I cannot tell if it is actually related to the logging in of multiples prior as it really hasn't happened enough to know if it's coincidence or not. Just knowing the memory leak issues makes me suspicious.

I've been noticing it now since U14 went live. And this is in the normal lowbie areas (ie: Kothos, Harbor, Marketplace, in lvl1-5 quests) , I TR'd...
I'm not even out in MotU areas. I ran a couple of Shrouds recently and even in there, I noticed it more (and Hairy hit harder...)
When I notice it the most is in combat and when spells are cast. Kind of strange but AOE spells seem to cause me grief....when prior... they didn't.
Just sharing... the lag is annoying...especially when trying to run down a catwalk or line up to use a ladder. And I also have lost my connection to the chat server as well a few times. I rarely ever saw a yellow link status, but now I notice they pop up from time to time. Just weird basically. Timing of it all is suspect.
Playable, yes... but very annoying. It is just noticeable enough to where I am rethinking how I deal with some quests.

WinMTR is a handy little tool.
So I did have a quest go to the red connection broken status on just entering it and then recover after a half a minute or so. That's never happened before. In my ignorance, seems like maybe handing off my connection as I ported just didn't go through for a while. Also lost connection to the chat server at another time without any apparent impact on the rest of the gameplay.

When my GF and I play together using the same internet connection she complains about latency and lag, yet I do not have those problems. She rarely defrags her hard drive and likes to run with the highest graphics settings without tweaking them just a little lower. Not saying that will fix it for everyone but it worked for me.
