While the description may say otherwise what it really does is: "every second for the next 30 seconds your epic moment has a 90% chance of doing diddly"
Let's compare it to a simple tier 1 epic destiny enhancement: Primal Scream, it has a shorter cool down, gives buffs and can be used up to 5 times a day, doesn't need "fuel" and has 100% chance of dealing damage comparable to RoA.
On the fuel part of RoA, Favor of the Fey is important for a Shiradi champion specially seen how ranged combat is still borked, instead of seen grazing hits all the time they have been replaced by misses since U14.1.
Meaning that +10 to hit is a huge payment cost for something that may or may not do anything. Worse, favor reset way to often, when you die (logical), when you rest (okay I'll buy that) and every time you go through a portal, meaning getting a full favor count is almost impossible in some quests. I have found myself spamming Many Shot rather then using it when needed trying to build favor stacks in quests like House of Death Undone.
Then there the synergy with some skills, namely: Archer's Focus and Stand and Deliver.
Both give a substantial damage boost to archery at the cost of standing still, but the nature of RoA forces the archer to move to the enemy, basically you have to loose the dps from both Archer's Focus and Stand and Deliver for the off chance that RoA will proc...
Please change RoA so it does something a 100% of the time and maybe be a targeted ability rather then an aura like skill, implementing "don't kite" damage boosts to archery is fine but don't create epic moments that don't mesh with it at all... Or that are less useful or reliable then a tier 1 destiny enhancement of the neighbour destiny's tree.
