I have just took the reborn the light of my epic destiny. I went to go check it out in a challenge and it does not work at all. When trying to use this clicky, it states that you must rest before you use this again. I used a shrine and died to see if it would bring me back to life and nothing happened but that message. So i tried to go to a tavern and take spell and hit point potions to try that and tried it again. but the same thing happened. I even tried having all the exalted angel enhancements active and still the same thing. Is this thing broke or is there something that i am missing for this to work?

I had the same issue.
And, another big issue I have with this "epic moment" is that getting to a stack of 100 is between rests (which you shrine or move instances it resets right now) is going to be difficult. In a CR 22 then 23 then 24 challenge sunset ritual, with 3600 SP, if I cast any blade barrier, comet fall, even trying to cast as many heals and light spells to get the counter up to 100, it was challenging to not run out of SP. I had to take off maximize and quicken to not run out of sp.
The other way I could do it is ONLY casting heal and light spells. No blade barrier, no implosion, nothing, just heal and light spells to get that counter up.
And what a shock when the counter gets to 100 to see "you must rest before you use this again", with no other effect. Really, nobody tested this?
100 counter is too steep. As it stands, it is almost impossible to use unless you only cast healing at light spells if you have anything less than 4000 SP. Even then I think it is a challenge to get that counter up between shrines in a real quest setting, you would need to be casting heal and light spells exclusively just to get that "epic moment". I would suggest either replacing it with something else, or making the counter something like 50 which is obtainable but not ridiculous.

I had the same problems, just getting a stack of 100 proved to difficult, every time i cast a healing spell i get 1 point, so i'm gonna have to cast 100 healing spells just to get it. then if i go through a doorway, or portal or whatever i loose it. Even if i get 100 then it is "charged" i still loose it when i shrine or go through a doorway.

In my testing, clerics do poorly for acquiring stacks while favored souls did well. The disparity is that aura/burst don't count and that archon/shoulder cannon do. It is easier to acquire the stacks on a cleric in raid situations where cure light mass (un-meta'd) is being chain spammed with cure mod mass (un-meta'd) on a cluster of melees (each person hit counts toward incrementing the counter).
In summary, useful on favored soul. Useful on a cleric in full parties/raids. Otherwise not. But remember that for an epic moment, it's not very epic in that the most important person in the party has to die to use it. The free tier 5 autogrant (ascendance) is a lot more useful.

I managed to get it to work by standing in a public area and spamming heal spells till my counter was full. I never managed to get it full in a quest though, so I ditched it.

Reborn in Light should cost half as much as it does and offer more than something I'm already using for 2 out of every 5 minutes anyway. And Ascendance should be a toggle, just like defender stances and Pale Master forms. Hardly think that's unreasonable.

The 100 counter resets everytime you go through a portal inside a dungeon, and whenever you use shrine. If you managed to get a stack of 100, you would lose it the moment you shrined. Therefore, this is so poorly designed its not worth the destiny points. By the time you realize it, you have to spend money at the DDO Store to reset your points which seem to be the whole point in my opinion....DDO makes out like a bandit for stuff they don't test, or they intentionally gimp --- very very disapointing with no reply to tickets, or bug reports.

Same thing happens with the shadowdancer 20 counter epic moment: any dungeon portal resets it to 0. I've noticed the angel of vengeance lantern resets on a dungeon portal as well.

And this is why I will probably wait, in the future, about 1-2 months after a pack comes out to even contemplate buying it with TP. No sense in buying something that doesn't work.

Garbage, counters too high, and bursts and auras dont count towards it. utterly useless.

This. For a cleric, anyways.

Hopefully clerics get a destiny that suits them better at some point.

I actually really, really like Unyielding Sentinel on my cleric.
Even without speccing for AC/PRR, when I'm in that destiny, my AC rockets up to 100 and my PRR goes up to 41. Regenerating turns even faster, and regenerating area LOH for ANOTHER burst-style heal.
Next life I'm taking the Shield Mastery and Improved Shield Mastery feats, and I'm expecting my AC to go up to about 130 and my PRR to go up to about 85. These figures include some new gear plans.
Right now, without twisting anything from magister or draconic, my evo DC sits at 42. It'll go down to 39 next life, assuming I don't get any new DC focused gear.
I COULD build him for DCs, and stay in Magister, and get my evo up to 50something, but since clerics are already proficient with heavy armor, and shields, why not take advantage of their natural class abilities?
*edit Oh yeah, and I started his CON at 15 at lvl 1, and in Sentinel and Vigor stance, he sits at 850 hp

Reborn in Light, togheter with Dark Imbuement from SD, Fearsome Invulnerability of DI, Undying Vanguard from US are the worst Epic Moments out there and aren't worth the 2 points.
They should get a revamp that we will never see because Genasi doesn't work for Turbine anymore and I don't think Feather will get to them.

Seconded, Thirded, and Fourth'ed.
Most of this destiny stinks, but the "Epic Moment" is really a bomb. In a bad way.
It's bad enough that our auras go away when going through a portal/loading screen, now it takes away stacks on a counter that is too high anyways?
Please, for the love of all that is holy, change Exalted Angel! It is garbage!
The only reason I would use this destiny is for the boosts to Light and Positive spellpower and Leap of Faith. Renewal and the "free-ish" pew-pew are ok. The rest is lousy.

Divine wrath works very well for charging reborn in light. I've generally got it up by the time hard-Harry's at half health.
That said, it really doesn't charge very well in normal quests, does it.

Divine Wrath works nicely on bosses and high HP mini-bosses. Even for a cleric using only Avenging Light, it can easily be charged several times during a boss fight. The range of the AoE is pretty nice, too.
That being said, I'm in agreement with most of the people here. Exalted Angel needs a bit of a rework. Too many abilities cost 2 AP to get and are not worth it. There's only 1 epic moment worth using. The only notable abilities really worth getting are Renewal, Avenging light, Eternal Faith, and Divine Wrath. The whole undead/evil outsider line is okay but...by the time you reach 20 there really isn't that much you can use it on.

I mostly agree with this.
Leap of Faith is cool, and getting to look like an Angel is very cool. The double Radiant Blast on Vorpal when in Angel form is very nice, although undocumented and likely a bug left over from development.
But this destiny could oh-so much more. I mean, most of it is so frankly underwhleming for a Melee Paladin it rediculous.
And the bugs!
Even when I went to the effort of charging up 100 Rebirth stacks, got myself killed on Kasquick's Vorpal and then raised myself expecting to become a righteous Devil-Ass kicking Angel of Death with my 100pt Light Damage per strike ?
No. Denied. Not here guv. Sorry.
Eladrin's lack of response, open discussion or even acknowledgement of the bugs is also another huge frustration factor. As the apparent creator of the Destiny I'm dissapointed.
And before I get that 'Choose a better Destiny' GARBAGE thrown at me - I want my Paladin to become a Angel. No other destiny offers that.

You nailed the notable abilities.
I based my entire FVS build around exalted angel, but to get there I had to grind every other destiny to at least level 3 and often higher. Comparing EA to other destinies, it is clear that EA has a lot of problems.
The epic moment is not that powerful and has a 30 minute reuse.
Nimbus of light doesn't charge the light spell counter
Divine wrath requires a hard target meaning you hit tab or clicked the mob. An autotarget will show the target in the targeting sphere, but will not allow divine wrath to cast with an error message that your character is an invalid target.
Divine wrath doesn't seem to do the damage that it should for a tier 5 ability. I'm not sure if this is due to a saves issue or not counting spell power correctly or just the fact I have energy burst twisted in and I have high expectations. The ability to log combat numbers would help a lot to figure this out.
The healing/light counters get bugged where they will only decrement. There is a workaround where you can clear the counter using rebuke and start over, but it is still annoying.
The counters in the buff bar lead to information overload. While playing the game, I have to track counters in the buff bar, timers in the hotkey bar and red party bars and the targeting orb... its a lot of places.
The healing aura only heals people below 50% health. This is not very useful because renewal keeps people above 50% health for very little mana... if they go below 50% health while renewal is on them then 1d4 hp is not what the situation calls for.
The judgement/evil/undead line is too situational
Too many 2 cost AP abilities
I get 5-8 (I haven't counted exactly) spam lines in the combat log file every time I cast a light spell or a heal spell or my archon fires. The amount of spam limits my ability to use the combat window for actual information.

Too many 2 cost AP abilities
THIS!
This destiny got screwed over by having so many 2 AP cost abilities. Magister and Draconic, and even Grandmaster have very powerful abilities that cost only 1 AP.
