An enhancement with multiple ranks has a prereq with multiple ranks.

Do you need to level up the prereq to the top level?

Example

Tailwind requires O Fortuna. To get to the third tier of Tailwind, do I need the third tier of O Fortuna?

to get to tier X of an enhancement, you need to have the prereq enhancement also at least up to X. so tier 2 requires a tier 2 or 3 prereq, tier 3 requires a tier 3 prereq.
