Can you please put a longer timer in the NPC dialogue disappearing when you are picking up a quest....I like to read through these and know what is going on instead of just spastically racing towards my next XP point :D

Is it actually timing out, or is someone with a cosmetic pet passing by, moves past your mouse pointer and is soft targeted, then the dialogue closes?

I ask because since the introduction of these, the above situation I described happens to me. Banker dialogue, but not the bank itself, quest giver dialogue, but not the quest portal screen.

I recall trying to get a reward from Orrex the first run through of the U13 content and having to try 5x to get past the first dialogue screen since someone with a cosmetic pet would walk by my mouse pointer and cause it to close when they become soft targeted.

Also ensure the correct option is always on top for those of us who don't read. PoP for example is one I always have to talk to 4-5 times because the first 3-4 times I click the wrong option which is incorrectly placed on top

Which is weird, since cosmetic pets can't be targetted at all.

The pet was never targeted, the owner was. Non-pet folks being targeted, hard or soft, do not close the dialogue windows, only pet owning characters being targeted cause it to close.
