Though I did notice that I was finishing other quests and it was counting 1 minute less than it should.

I'm aware of how the timer works. But still was incorrect. Always off 1 minute.

Apparently, I started this quest about 1 week before I actually purchased the game. I've been stuck in stealthy repo since Mod 1.0. :D

And not really new for me. My reverse zerg in action.
