Epic Feat: Vorpal Strikes broken

The epic feat Vorpal Strikes is currently not operating. Unarmed strikes only gain the slashing portion from the feat with no vorpal effect. Feat shows as active (aka toggle) but player is not able to drag off feat list to hotbar.

It is still not working after the hotfix. Bug report submitted. This issue was not on the official known bug/issues list at the time of my bug report submission.
