Draconic spell power does not stack with rune arm

I noticed that spell power from say draconic lightning does not stack with the enhancement line anymore. No spell power seems to do it from the epic destiny. Before the last patch it did, now the only thing that seems to increase rune arm damage is the enhancement line.
