I couldn't find the thread on the bug forum regarding this issue but currently I do not get a stat point to distribute when I try to level to Epic 4. I get the feat and skill boost but no stat point so I'm currently holding my character at 20 Epic 3 until this bug is fixed.
And yeah I did submit a proper bug report form.
