So ive just got my first character to 20th and have started running the Shroud to get GS ingredients.
Im thinking of creating a Cloak and am thinking of the following but would like some advice. I am planning on TRing into a WF Sorc (currently a Drow PM).
GS Weave Cloak
Tier I - +10HP, +1 CON Skills Exceptional Bonus
Tier II - +15HP, +2 ST Skills Exceptional Bonus
Tier II Bonus Effect - Existential Stalemate (seems I have no choice in this)
Tier III - +20HP, +3 CON Skills Exceptional Bonus
Tier III Bonus Effect - Concordant Opposition
On the planner im using (http://perfectweb.org/ddo/crafting/base_crafting.php) there is a Tier III Second Shard slot but it only allows me to choose "+20HP, +3 ST Skills" and then states (in red) "You will not recieve this effect" but it is the only one listed???? Im a bit confused about this.
Any advice? Is this the way to go? I am mostly interested in the +45 HP - the Concopp is the other thing, of course.

In regards to the part I bolded. The reason you are seeing that is that you are making a two shard third tier, of which you only get the effects of one of them. Been too long and I can't remember the rules on why it chooses one over the other.
If you want the Concordant Opposition, then you chose your tiers correctly. A positive or negative shard for tier 1, then the other for tier 2, which gives you Existential Stalemate. And then it requires both a positive and a negative shard combined into one shard (Double Imbued Shard of Supreme Power) for tier 3. The instructions on the planner you are using explains how to do it, but basically create both tier 3 shards seperately then combine them both with a high energy cell to create your double shard which you then combine with your greensteel item.

Conc op requires
In t1 and t2: one positive effect and one negative effect.
In t3, this is a dual shard recipe, so you'll need 2 supreme shards and two opposing positive and negative recipes. You get the effect of the positive shard. So, for example, you can't slot deathblock (a t3 negative effect); You can only slot a t3 positive effect on a conc op item.
Recommend that you make your t1 effect negative (+1 str skills) so your t2 effect will be positive (+2 con skills). So you'll get 1 more concentration skill point out of it, as opposed to 1 more point of jump.
So:
t1: (negative) +10 HP, +1 str skills
t2: (positive) +15 HP, +2 con skills
t3 (dual shard)
shard1 (positive) +20 hp, +3 con skills (you get this one)
shard2 (negative) +20 HP, +3 str skills
Important: when making dual shard recipes, make sure to combine the two completed t3 shards before adding them to the item.

as for which shards are chose on t3 dual shards:
Conc op takes the positive
The positive/negative + element effects (lightning, mineral, dust, etc) take the elemental effect
The others (smoke, land and sky, etc) you'd have to check the planner.

In my experience with Green Steel, I found that Con Opp HP isn't the most efficient if you are making a SP item as well. Con Opp SP item (probably with at least +5 Charisma skills) and a separate HP item (I like enervation guard) are more efficient.
If, of course, you are only making one item, or impatient, then the Con Opp HP item is best.
Also, I don't like putting it in the cloak spot, as my cloak spot, when leveling, is reserved for the bard's cloak as a sorcerer or the napkin as a PM. And at endgame I like the epic mirror cloak or, if you are able to get it, the epic envenomed cloak.
I tend to like to put caster greensteel in goggles or gloves slot, with a backup of boots or head. Some disagree, and it depends heavily on both how well-geared you are and your personal playstyle.

I, too, like placing Concordant Opposition on my SP Greensteel item. Mainly because Con-Op is not as necessary on a melee-focused character, and you can leave this one in the bank if you TR into a melee class. However, everyone can always make use of hit points. And, there are some pretty useful guards that you can fit in with the HP item.

A triple Air SP item only uses 2 large devil scales. It also gives you 3/rest of 90 second Haste. You do not need an SP item on all the time, which means you can put it into any slot as a swap item.
You want HP on all the time.
You want Conc-Opp on all the time.
Putting them both on the same item is more efficient because it's not using up 2 slots. You can even configure the SP item for the same slot, and now you don't need to cleanse anything either.
So honestly, I have no idea what you could possibly mean when you speak of efficiency.

I meant partially what Cauthey said in that one doesn't need the ConOpp generally for non-blue bars, whereas one needs the HP for that. Also, if one is looking for a +5/+6 charisma skill item, ConOpp works nicely with that, and that is a useful item for a PM or Sorcerer.

Just to remind you there are probably a few good caster's cloaks in game (Magewright, Stormreaver, Epic Silver Concord)

Just a few clicks and cru121 has made what i think is a (slightly) better item than what you made: +1 con skill for -1 str skill.
I find that clicking around a bit makes it easy to see which effects can be combined.

...then a triple-air SP item will fill this role, with half the larges used (and far less than half the scales).
