Add Effects to Named Items?

It seems that in most DDO crafting systems you can't add effects to Named items. I believe that Stone of Change is the only one but I wanted to double-check. I'm not talking about Fusible or other "unfinished" items.

Yes, I know about Artificer enchantments :) but I want to know about permanent effects.

Non-epic Cannith challenge items have Potential (for Cannith crafting) on them.

Most epic items have one or more augment slots on them.

Other than those, yeah, eldritch rituals are pretty much it.

Can you increase the potential of the non epic challenge gear? I doubt it but I thought I would ask.

Alas, no. They're like runearms in that regard.
