Power Surge is a +8 Insight bonus. You're looking at a cumulative (though brief) +12 between the two.
For some extra short-lived fun, throw in Titan's Grip for an additional +6 (Psionic) to strength.

Only thing the canntih infusion won't stack with:
alchemical bonuses from the tier 2 martial crafted cannith weps
Refined fire = +2 alchemical bonus str
Refined earth= +2 alchemical bonus con
Refined air= +2 alchemical bonus dex

What is its proc rate?

My ranger wears Wind Howler Bracers from level 13 on, at least with bow. Depending on proc rate, Fabricators Bracers may actually be better at high levels.

Fabricators Bracers does not work with bows, its a bug.
