This is my first ever forum post so please bear with me if i do some mistakes. this is my first build so please feel more than welcome to leave comment on what i should improve.

Why Halfling? Why Chaotic Good except for flavor reasons (which is fine, I was just wondering).

I can imagine this build would be nice in epics for CC and instakills. Except if you face Spell Resistance, maybe.

But what do you want to do in raids? Or if you have to kill stuff on your own? I would strongly recommend taking Maximize and Empower: You will have a much more versatile character who can contribute in raids and against epic bosses. You have two Mental Toughness feats and three (!) Toughness feats. You need none of them (Pale Master will give you a nice boost to HP) except one Toughness feat. Take Maximize, Empower, Spell Penetration and Greater Spell Penetration instead.

I didn't look at your AP and Spell selection, but Halfling Luck and Subtle Spellcasting Enhancements seem a bit like a waste of AP (except, maybe if you solo to 20 a lot). Damage-wise, I would concentrate on two elements.

id ditch the halfling and go either robot, human, or even elf for more spell pen.

Then i'd go true neutral. Then i'd grind out two more lives cause spell pen is coming to attention front line and center.

Also their is no empower or maximize. While you'll do dmg, it won't be their when it counts. You could use insta kills and the like but ur a pm not a am so that's gonna get quite a bit pricy.

Also quicken isn't in their either and disco can be a good long agonizingly painful cast especially with devils and orthons beating the hell out of you for no real aggro reason.

Also you have 2 toughness feats selected and while it's been awhile since I played a pm I don't remember improved mental toughness being a requirement nor even mental toughness. 100 sp is nice but not at the expense of a feat.

Also you seem to have just the first tier in each element taken ie acid fire air repair force. I'd really specialize in just 1 or 2 otherwise again ur dmg output is just gonna be nothing to some raid boss be it the shadow guys, or harry, or sulu, or those badass elfs in the epic chain.

And don't neglect web. I have a feeling it will be a great important spell soon though it's already nice now.

Thank you everyone and i went halfling because all i make is halfling just personal preferance, Ill revise all the toughness but id like to keep the mental toughness since if im taking maximize and empower then id like to have the sp to use them. I believe i took all the enhancement line for Spell pen in order to not take the feat but ill ditch improved mental toughness for the spell pen, again thank you

Drop the improved mental toughness and take insightful reflexes. Drop dex to 8 and put two more points into strength.

Reasons? 105SP from IMT isn't worth anything if you keep dying to simple spells cast at you like DBF, lightning, chain lightning etc.

Two points into dex gets you 1 to your reflex save, while taking IMT gets you +15 or more. Putting those two points into STR means when you are hit with exhaustion (and you know you will be) you will be less likely to be burdened and can still move at a normal pace.

In fact if you're going pale master I'd say drop Mental Toughness after getting yourself a torc. A pale master with a torc is an amazing thing. Find yourself some archers and get free unlimited SP.

MsEricka, i can't drop dex to 8, Halflings get a +2 bonus to dexterity. Although thanks a bunches for reminding me of the torc, i had forgotten it since i seldom run demon queen

oh ya forgot insightful. Ya that's definitely another good spell to increase survivability, if not even splashing 2 rog for pure survivability.

105 SP aren't going to make it or break it, it is much more about resource management than about 100 SP. OTOH, Reflex Save in the high 30s is very useful. As are Spell Pen Feats.

This.

The reflex save is especially important on a pale master :
- failing your save on an epic sunburst = instagib unless your health pool is at least in the 550-600 range
- epic cometfall knockdown is a pain considering that you will hardly, if ever, be healed from the outside.

As for spell pen, try to get at least +28 total with gear, it's the minimum for efficient CCing/killing imo. 30-32 is more comfortable, but 28 will do ok on pretty much everything except drows.

Drop Mental (and Improved) Toughness. Those extra spell points are not worth jack ****
MT is only needed for Wraith Form, but then switch it out at 18 when you get Lich Form.

Has for feat order, here's my plan for my Wiz TR coming up soon. May give you some ideas.

Wiz Bonus: Maximize
Human Bonus: Toughness.
SF: Necro

Level 3
Past Life: Arcane Initiate (or Insightful Reflexes. Good for leveling but after spending some time at cap, I don't think it's has useful anymore)

Level 5
Wiz Bonus: Extend

Level 6
SF: Enchantment

Level 9
Mental Toughness (At level 18 use your free feat swap to get GSF: Enchantment)

Level 10
Wiz Bonus: Empower

Level 12
GSF: Necro
