Lesser tomes & companions for new PCs on the same server?

So I got the expansion, and I'm looking to apply it, but I just had this thought - will any new PCs be able to get the tomes & companions, or just existing PCs on that server?

Also, I assume once it is applied, the other servers are locked out.

The companions are bound to your account by server. You get a new set of companions by server. Any new toon you create will get the lesser tome. The first toon you unpack the pre-purchase set on each server will receive a greater tome.
