Keep in mind when you look this over that I want this to primarily be an AA build. I would like to maximize AC and HP. For now I'm thinking wraps for melee. Any advice is most appreciated.

str is way to low.
no haste boost 4?
not verisatiltiy 4?
did i mention your str?
i would cut out some of the toughness enhancment.
have i mentioned the str?

Raise STR. You are pretty close to being encumbered by a ray of enfeeblement spell.
Appears your DPS will be super low with that STR.
Just lower some stats and try to get a base STR of (atleast) 12.
A higher INT would enable combat expertise more AC, which seems to be a goal of this build.
I would not take Toughness enhancements that cost 4 AP...unless you really really want them.

I just want to say, go 12 monk... earth3 is too strong really. 12monk/7fighter/1wiz or 12monk/6ranger/2fighter h-elf as i did. This is one of the max dps of the game in my opinion, 23 kills on echrono easy.

12 monk/6 ranger/2 artificer is my preferred level split at the moment for an AA build.

12monk/6ranger/2fighter is hard to beat, and not only in terms of DPS, but also in terms of survivability and decent melee when necessary.
However, if you are determined to stick with something like your current split--like maybe you need a fighter past life for completion--then consider the following thread: http://forums.ddo.com/showthread.php?t=360460
Like most everyone else, I agree that you need more str. I would drop one point from dex, con, and wis, and put the resulting points into str. Put one level up into dex (so that w/ +2 dex tome you can qualify for IPS), then the remaining four level ups into wis.
Regarding feats, a few things stand out. First, you don't need Mental Toughness, as the Energy of the Scholar enhancement already qualifies you for AA. Second, you absolutely need Bow Strength. I notice you have GWF: Ranged, which is a pretty weak feat, while you don't have Improved Critical: Ranged. Your ranged attack is already going to be pretty good, not only because you are putting much into wis w/ zen archery, but also because you will get the Kensei I & II bonuses as well. Along those lines, mobility, spring attack, and shot on the run aren't particularly helpful either. Other feats to consider would be Quick Draw, IC: Bludgeoning, and Stunning Fist.
Regarding the Monkcheri Amour thread I gave the link to above, I think that the feat choices found there are fairly solid as they were largely the result of constructive criticism and prior discussion (even a lot carried over from the Uzy builds [see my sig]), so I refer to the updated build in the OP for the Monkcheri thread for further suggested tweaks regarding feats and enhancements. Within that thread, we also addressed class split. I think that the 13Fighter/6Monk/1Wizard split can definitely be improved.

Dump-stated STR w/out Bow STR, WIS-based w/out Stunning Fist, no Improved Crits, no Power Atk (due to low STR), TWF feats delayed until almost lvl 20, no Kensai despite 13 ftr lvls - but you took the D/M/SotR/SA chain and GWF. :eek:
...yeah, I think I'm gonna have to give this a thumbs-down. Sorry.

Their are loads on innovative AA builds out their. They normaly are Monk/RGR/Ftr combos with a 2 splash and look to incorporate 10K stars.
Starting stats . Obviously for 10k stars and Zen archery Wis becomes the new Strength. Otherwise Str is really your main attribute. Aim for 30 dex at endgame and you will hit most things (raise this to 36 if you are going Epic) and pile the rest into Str

Please note that for some reason the build tool would not allow me to select improved precise shot (said I didn't meet the dex req even though I did). The last "toughness" feat is actually where I plan to take "improved precise shot".
Also, does 10k stars apply to ranged weapons with zen archery?
Any advice on how to improve further would be appreciated. Thanks!

FYI, Zen Archery lets you use Wisdom for your bow to-hit. So Dex is really only good for reflex saves and AC and getting IPS (but of course, those are important things)

Unfortunately, enhancement points do not count as base stats, which is what is needed for IPS (base stat of 19 DEX)
As far as I can see, you have 16 base + 2 tome = 18 which does not qualify you.

This is a nice build, very similiar to mine. I just want to say you can drop elven dex1&2 and get human adaptability 1&2 on str or con or wis, it depends on where you have odd stat.
With +3 dex tome you can drop power attack for improve precise shot. I'm good with pa atm but, also here, it depends if you want to be more ranged spec or melee spec...

Pick up 1 rank in tumble and maximum ranks in UMD - I'd even consider swapping the 2 fighter to 2 artificer (only costs 1 feat as you no longer need to choose mental toughness). 0 DPS when you're dead and healers generally don't heal you unless you're in mass heal range.
Stunning Fist is a great feat to have something to do when you pull aggro rather than kiting. Swap your Favoured Enemies around. At 1 take FE:Undead (which you have), at 6 ranger take FE:Construct. After you finish in Necropolis 4 and progress to vale (level 16-18) swap FE:Undead for FE:Evil Outsider.
It's easier for people to critique your feat and enhancement list if it's all in one place, hard to see when it's spread out like that.
