Constantly using gust of wind spell from wand to knock over halflings. While this is funny, it is annoying and wouldn't stop after asking to. Please disallow this from being used in public, thank you.

Have lots of pictures of it.

Posting other player's names on the forums will get you an infraction (even if it's the name of a player that is harassing people) you should edit it out of your post. Report it too a GM in game or maybe via a PM.

Next time just right click the person's name in the chatbox and report them via that system. You'll get a chance to write a note explaining why, and usually a gm or dm will respond.

They didn't respond at all, couldn't do that.

In general they probably won't respond as it is against polic to discuss action taken against other players.

I apologize, they do respond to reports of gold spamming (even if it's just to say thank you, we'll look into it or a variation), so I figured they responded to reports of harassment.

Pretty certain you get a response that says "thanks for the report. We cannot comment on further action, etc."

No, the player didn't say anything, so I couldn't right click his name and report him in.

Then send them a tell saying you'd prefer they didn't do it and right click that in the chatbox to report them or if they respond use that.

Simple enough.
