How do you priortize your items in your inventory? Like if yiou have 2 different stacks of thieves tools (one regular and one +5), then you OL/DD, how do you make sure it uses one stack and not the other, so I don't waste all my +5 tools on everything when I don't reaslly need them... but I want to carry them in case I do, then I can "switch" to the them,

The highest priority is the tools at the leftmost tab in your inventory. If two or more tools are in that tab, the one in the topmost row is used. If there is more than one tool at that row, the leftmost one is used.

For example, the first tab has +3, +5, +1 tools and the fourth tab has +2 tools.
In the first tab, +3 and +5 are at the 2nd row and +1 is at the bottom row.
In the second row of the first tab, +3 is to the left of +5.
The +3 tools are used.

The leftmost item in the leftmost tab is used first. For example, if you have +1 tools and +5 tools to the right of it, you'll use the +1 tools but if you put the +5 tools to the left of the +1 tools you'll use the +5 tools.

Yeah, essentially it reads like a (western alphabet) page, left to right, then up to down, then next page, etc.

While on this topic, what's the best way for an archer to select special arrows/bolts when they have a specific target? Turn a corner, see a magical beast - how do you equip your "20 arrows of magical beast bane" quickly, as opposed to whatever standard ammo you have listed first in your quiver?

As for as I know, you can't select arrows/bolt from your quiver. Keep them in your inventory then drag them to your hotbar.

I think this is your best bet too. I don't see a much faster option than having something on a hotbar, unless you have an intelligent weapon, but those do not exist (yet?) in DDO.
