In order for a ranger to cast spells, they need Wisdom. Is this just to learn the spell or to actually cast it, can I drink a potion right before rest and learn the spell, then use it whenever or do I always need the minumum Wisdom at all times to keep the spell active to cast as needed.

It's both, but you can drink a pot to learn it and then drink pots during the quest to enable casting it. Each pot (or clickie if you find one) lasts 3 minutes, so it's not impossible to keep going the whole quest.

Good items to look for:

Sacred Band (+4 Wisdom ring from p2p Red Fens, ML7)
Teraza's Sight (+5 Wisdom hat from f2p Diplomatic Impunity, ML12)
Teraza's Perfect Sight (+6 Wisdom hat, p2p upgrade from Attack on Stormreach, ML13)

In all three cases you can start farming it when you get to the level of the ML (7, 12 and 13) on normal.

Wisdom is required to 'slot' the spel, or 'learn' it, whatever you want to call it, and wisdom is required to cast the spell, having to little wisdom at either of those times will prevent you from slotting/casting it.

But to your question: you can slot/learn the spell while under the effect of an owl's wisdom pot, or spell, given that the buff is active when you are swapping in the spell, and you have at least 10+spell level wisdom (I recommend slotting/learning them in a tavern, since you can freely swap spells there). You also need a minimum of 10+spell level wisdom to be able to cast the spell at any time thereafter. (so bring enough owl pots to last the entire quest)

My ranger bud went 8+2 tome and chugs owls pots then casts owls wisdom then casts whatever else.

Don't think he's a huge fan of beholders. :D

To learn ranger spells, all you need to do is level up. You learn 1st lvl ranger spells at lvl 4, 2nd lvl ranger spells at lvl 8, 3rd lvl ranger spells at lvl 11 and your 4th lvl ranger spells at lvl 14.

To actually prepare/slot the spells at a tavern/shrine and cast them, you need 10+(spell lvl) wisdom. So, for example, Barkskin is a 2nd lvl ranger spell learned at lvl 8. You will need 10+2=12 wisdom to cast it. Assuming you have 8 wisdom, an owl's wisdom spell will raise that to 12 which is just enough to cast Barkskin.

Also, even if you cannot cast a spell due to low wisdom, you can still use scrolls/wands of it. For example, a lvl 4 ranger with 8 wisdom can still use a Resist Energy wand. Even a lvl 3 ranger can use a Resist Energy wand iirc but not at a 100% success rate.

when you level up you can get a +6 wis item then you can cast level 4 spells with no problem. Its pretty much a waste imho to start with more than 8 wisdom on a non monk splashed ranger unless you really really need to get those will saves up, or wisdom for helf dilly's.

Some spells need additional casting ingredients, of course.
