SWhen ya level up, ya get skill points based on your INT modifier, can ya put on an item right before and have it use that new INT to get more skilkl points?

Nope. Only "permanent" increases (base + level-ups + tomes) count. No buffs, no items, no enhancements.

Same goes for feat requirements and Divine Might.

No, the INT it uses is your base INT + inherent INT.

If you think about it would pretty silly if you could since as soon as you took off that item you should lose those points dont you think
