I have tested the quiver of alacrity that I have recently attained from Accursed Ascension raid (Black Abbott) on my level 20 Artificer.
I have come up w/ the following results that this item does not work as it states the Artificer class using light or heavy repeating crossbows.
http://ddowiki.com/page/Quiver_of_Alacrity

Test 1 After conjuring 100 Bolts.
No gear/Items equiped except Heavy Repeater Crossbow.
Activated the endless Fusillade - result was 30 bolts.

Test 2.
Equipped the Quiver of Alacrity and repeated same test
Activated the endless Fusillade - result was 30 bolts

Test 3.
Equipped the Quiver of Alacrity and used Haste spell potion
Activated the endless Fusillade - result was 30 bolts

Test 4.
Unequiped the Quiver of Alacrity, Used Haste spell potion
Activated the endless Fusillade - result was 30 bolts

So no matter what I did with or without the quiver the result was still the same.

Test 5.
I then logged over to my Ranger who also has the quiver and the results were different.
The quiver worked as it states on this class and with longbows and shortbows.
The rate of fire increased firing normal and when manyshot was activated.

I then did a character copy of my artificer and ranger to the lamannia beta server and tried the same 5 tests

The results were the same as above. Quiver does not work as intended with the heavy or light repeating crossbow on the artificer.
Quiver worked properly on the ranger with the longbows and shortbows.

I am currently not sure if it because of the Artificer class or if the error is because of the light or heavy repeating crossbows.

Could by any chance have this fixed before Update 13 or have it included in the patch fixed and working properly when U13 is released?

Sounds like Endless Fusilade doesn't benefit from attack speed bonuses. Since each triple-shot is based on the mechanism of the crossbow (and not your characters' own, hasteable, actions), and Endless Fusilade removes the delay between triple-shot (which is normally determined by your characters' own actions), that makes sense. You are hastened, not your crossbow.

Have you done any tests without Endless Fusilade?

Endless Fusillade has set the attack speed of all equipped crossbows to their maximum already without the possibility of "losing" some bolts.

We could slow down the attack speed of Endless Fusillade so you can mathamagicly have the quiver effects "work" but that seems like a terrible idea. ;D

Yeah, please no lol

Outside of Fusillade, I'm assuming attack speed boosts like the quiver and BDA work?

Good info. On a side note, I'd like to see Endless Fusillade's start up animation cut in half. It seems to take forever to finish this 80's dance move ;) .

And there is a bug with fusillade: when you start it with a repeater who still needs a reload you will reload after your first burst, losing precious seconds
