there are few monsters in game (liches and some giant skeletons) that are COMPLETELY UNAFFECTED by disintegrates, or that get affected by it only roughly 10% of the time. what is official turbine stance on this?

Liches have a Disintegrate Ward. 50%, not 10%. Sometimes, our rolls just suck that hard.
As for Giant Skeletons - are you referring to the one in Mining for Ancient Secrets? Because most Ray/Ball based spells seem to "bug out" on him.

Disintegrate ward is intentional? are you sure about 50%? My anecdotal data based on 75+ runs would hint at Disintegrate hitting malandis 10%/25% of the time. it gets the job done, but with more frustration than you would normally expect.
the one in Reclaiming Memories, and one in Finding The path.

Well, I don't have a Gold Name, nor do I know anyone that does, so I'm not going to 100% say "yes, disintegrate ward is intential". But I've always been led to believe it is.
And as for the giant skellies... yeah, I think it's a bug. If you have them tab-targeted (or otherwise hard targeted), Disintegrate/Meteor Swarm/Fireball/DBF/Cyclonic Blast/Scorching Ray/et cetera simply don't work on them. If you aim at their feet, some of the AoE spells like Meteor Swarm/Fireball will still hit them.
