Minimum Level for Risia Trinket to Drop?

I'm looking for Risia craftable trinkets for my lowbies. I turned in 29 purple coins and got 2 craftable trinkets with a level 4. I turned in 53 purple coins and got 0 craftable trinkets with a level 2. So I was wondering if people have been able to get craftable trinkets from turn-ins with level 1-2 characters and I'm just being unlucky, or if there's a minimum level in the loot tables before craftable trinkets can drop from turn-ins. Taking (2/29) as the "true" drop rate, there's still a (1 - 2/29)^53 = 0.023 or 1 in 44 chance of no craftable trinkets in 53 turn-ins just by chance, so it's not out of the question, but I don't want to keep burning purple coins if people can't get craftable trinkets on a level 1-2 anyway.

So has anyone gotten a craftable trinket from a turn-in as a level 1 or level 2?

Edit: I eventually did get a craftable trinket on my level 2. It took 102 turn-ins total. I don't know if it makes a difference, but I started choosing the give purple coin individually option rather than take one of each option. So it does happen, just looks like very rare. Guess I'll level up instead.
