I've got a character concept in mind for a necromantic spellcasting, solo, no twink "first life" FVS; human, with planned out stats and skills as follows:

STR: 8
DEX: 8
CON: 14
INT: 14
WIS: 16
CHA: 16

Feats:

1. Toughness, empower, favored by sovereign host
3. SF: necromancy
6. maximize
9. GSF: necromancy
12. quicken
15. heighten
18. spell penetration

Skills: Concentration, UMD, balance, diplomacy, spot (for invisible foes, mostly), tumble (1 rank total)

I'm not interested in running epics, although I'll probably TR this character, at some point. I'll focus on healing and offensive spellcasting, as feat choices might suggest, with particular focus on evocation and necromantic spells to damage / kill mobs. She'll wear a robe, rather than armor, and probably use a shield for the DR / other benefits. I know that STR will be a source of problems for some parts of the leveling process, as ray of enfeeblement plus waves of exhaustion have the potential to be frustrating.

My primary concern is that she can get to 20 on mostly normal difficulty, casual if needed, at times, without hitting a brick wall somewhere in the leveling process. What are the chances this is doable, and how difficult is it likely to be?

Max wisdom , get both spell penetration feats and heighten sooner .
You need as high dc and spell penetration as possible.

You have too many feats on that list if you will be a pure favoured soul. You don't get a feat at 20. Max wisdom to 18, reducing charisma and intelligence.

I fixed the feats in the original post, ty for the feedback.

My thinking on CHA = 16 was to put at most 3 level ups into CHA, and 2 into WIS; tomes aren't planned for, and not relying on gear for buffs to stats allows more flexibility for using gear that is found or bought at pawn shops (no AH or crafting, for this character).

More generally, I get why players need to make tradeoffs between stats and it's clearly a sensible game design mechanic. Still, it's odd when every intelligent character is not particularly wise, and every wise character is not very intelligent.

The larger question, for me, isn't how I can min/max, but whether this is a build that can solo the game untwinked, on normal difficulty most of the way, casual if and when needed, and how difficult that is likely to be.

Thanks for the feedback to both of those who have replied, though, as it has been helpful.

On my first life drow cleric I didn't have maximize or empower and I soloed quests in elite amrath. Any divine can solo the game. It took me 2-3 hours for elite sins because my BB didn't do much but still...

To your larger question, yes.

To the specifics ... if you're casting necormancy, you want as high a DC as possible - for a FVS that's wisdom, not charisma. All levels go there, and make it as high as you can to start. You don't need that much CHA. You can lose some INT because as a divine you can use True Seeing to make spot redundant in most cases.
