Does raising these stats by one point give you more HP's and SP's and if so by how much each?

Con will give you more hitpoints if it brings you to an even number. A 14 con gives you +2 hp/level, as does a 15 con, but a 16 con bumps you up to +3hp/level.

Wisdom will only give you more spellpoints if you are a cleric, paladin, or ranger. Other casting classes get more sp from Int or Charisma.

Yeah, I was only thinking of my Ranger and forgot about INT and CHA. From what you are saying it doesn't seem worth it to by some +3 tomes while they are on sale as I have +2 across the board now on that toon (and even stat numbers on CON ans WIS).

You need to raise your Con to the next even number, and then you get 1 extra HP for each level, regardless of class. No value in raising it to an odd number.

Wisdom is the same way for the wisdom-based casters in that you need to end in an even number, but the extra spell points depends on your level. Basically, you get ([Current Level] + 9) * [Wisdom Modifier]

This. It's also worth mentioning that it's retroactive (only thing that isn't retroactive for attributes is skill points from intelligence).

You may be even now but you may be odd somewhere down the line. I myself wouldn't by a tome from the store. It's part of the reward getting that lucky pull.

He's level 20, so there isn't any more room to grow his stats and I don't plan on TRing him. The only tomes I usually buy from the store are the +2 Supreme Ability tomes when they go on sale. The +3 SAT's are way too expensive to even consider that.

Consider epic gear

+7 stat items exist for each.

The epic abasashi is another +3 con/str

may want it to even it out.

I have and I decided that this toon won't be playing epics. Thanks for the info though.

I haven't thought up a good theme yet. Without a theme it's just a cute rhyming exercise.
