Does the 8th level spell Incendiary Cloud have a concealment bonus?

As far as I can tell the spell is described to obscure vision among other things yet doesn't seem to offer any concealment bonus such as spells like Cloudkill. Is it broken or does it just not have one? If it doesn't anyone know why not?

If I remember right it doesn't have one. Been a long time since I used it though.

It has no save on fire damage but it has a reflex save on blinding the mobs i.e. it does not conceal but it
can blind. The wiki entry is out of date, the ingame description is currently wai.
