How do you stack the two of them up so that the party can take out Sulu before returning to beating on Horoth? If you are on Sulu when Horoth comes over, do you swing around behind him and just stand close so Sulu is kind of behind Horoth?
The altar or chairs perhaps might be useful in this situation..

I did this not too long ago, though the group I were in were kinda useless which is why I ended up tanking the two together, just a matter of maintaining focus, if you are taking suulo down, focus your attention upon him, if your group are doing their jobs properly, you should hold horoth's attention without much trouble.
Mostly, it is just a matter of keeping angles right.

Well that's what I mean. The two times I've done this were as a matter of accident due to the Horoth tank dropping, but the other players were trying to beat on Sulu and were getting hit a lot (I presume by Horoth), because I remained in the corner and Horoth was behind Sulu. I know that Sally tends to move around a lot...can you get her behind or in Horoth so that the party can safely beat on Sulu from behind in that situation?

depends on difficulty.
If you can position horoth behind you or to the side and just fight suulo/intim a lot it should be fine
most parties like that north area and it is not quite conducive for double tanking.
Personally I like the altar in the middle to more easily separate them hoping the alter will keep them in position and prevent party from excess damage.
Also, you are right there for suulo when he drops so it avoids any issues.
As an aside, the altar is a good way to get all the orthons on you too saving two players from having to play kiter/healer and concentrating on party instead.
Orthons and boss tanking can cause much more damage to the party depending on how they surround the altar though.
definitely not wise to do orthons too if in north wall or by chairs. The only way that works is if party beats them down (which is not so bad and very quick).
Good luck finding a group that will work with you on this. Most are quite afraid of
a wipe and will just kite suulo instead...or split group to kill suulo.
Personally, I think it is quicker to just sit by the altar and swing to high heaven with healers helping out. A kind of ball method.
altar may take some time getting good at it, but think of this.....
fighting harry with your left side facing altar, harry in front at the corner of the alter. Suulo drops, you hit intim turn to your left and beat him. If he stays on altar, party can just move on his back and go to town. If suulo drops down and gets off altar, it will be behind you so you have each at opposite corners.
Just turn around (and expect a bunch more harry damage) and go to town.

I haven't tried to do this intentionally. I think it is too much risk of burst damage to be reliable, but have done it in emergencies before. Snuggled into a chair alcove I had Harry around 10 o clock up on a chair and Sally at 2 which worked ok. No idea how repeatable the positioning is with Sally's usual jumping.

I meant more in the emergency sense, as in, the Horoth tank dies and decides to come chew on the Sulu tank who is top of the aggro chart at that point.
Had this happen on my monk the other day, but wasn't sure where to stick the two fiends in order to let the party beat on Sulu while I tanked both, and have had this happen on my S&B tank as well, though we just gave up on Sulu at that point I think.

the only time ive seen this done is when something went terribly wrong and Lormyr of ghallanda ended up tanking both on his ranger (although his 'ranger' has 90+ sustainable AC and ~750 hp, and was our horoth tank anyway). they have large like 'areas' that they occupy and will pretty much keep each other relatively stable; sully likes to move around a lot but horoth tends to stay put. stick sully between horoth and 'something' (something being anything stationary) and you should be fine.
iirc we ended up killing both sully and horoth lol, it was impressive but not the most optimal way of handling it. i like to have sully and horoth spread far apart so the sully group can keep their boots off, and on a non-ac junky the damage can get nasty. not to mention, on the off chance sully rolls a 20, your tank's cursed, has badges, is getting hit with spells, and is being for 'glancing blows' that are still nothing nice.
i'd do it for a screenshot once maybe, but as far as 'standard tactics' go this is probably the worst. and wouldnt try it in a pug unless you knew the healers.
Stay hasted, my friends.

If the Horoth tank dies
Someone has to take aggro or intim Horoth quickly. I've never been in a successful ToD where a free running Horoth doesn't decimate the PUG (well... maybe once or twice, but rarely to be sure).
Since there's a light monk beating on Horoth I suppose the light monk could kite Horoth until the main tank gets rezzed and rebuffed. I have yet to succeed at this, but I've tried. Usually the tank healer's too busy on getting the tank back into the game to keep the light monk up. An alt healer stepping in would be ideal.
Getting the Horoth tank back up would be the ideal situation. Double tanking locations and strategies are mentioned already - I've never seen them done. I'd prefer to try kiting Horoth on my light monk until the main tank's back up.
If the Horoth tank doesn't die (gj on heals whoever you are)...
You'll have 3 toons keeping Horoth busy while the rest of the party takes down Suluu: the tank healer, a light monk, and the tank.
Once the PUG's done with Suluu, they all come back to finish Horoth. It's the job of the Horoth tank to keep Horoth alive until Suluu dies.
That's pretty much standard procedure for the raid. Sometimes the tank turtles up, sometimes not. If the tank turtles then the light monk has to be careful not to take aggro (remove DR beating wraps, etc.). I use plain ol' +10 sundering wraps when I'm doing light monk duties.
I've been in the Suluu group only once or twice on my monk. I've only done light monk duties lots of times and tanked Horoth once (first time yesterday on my intim tank).
