Yes, you can make a Training Dummy helpless by lowering its hp to zero. That isn't new at all.

Is the training dummy not already in a perpetual helpless state, with the 100 Smite damage always doing 150, etc?

The dummy goes to helpless after one person "kills" it until the ship instances despawns.
