Does it add charge levels to your rune arm up to the max listed or will it go over?

i.e.:

1. rune arm says max charge is 3. 5 damage levels are listed, so you overcharge to level 5?

2. rune arm says max charge is 5. 5 damage levels are listed, so you overcharge to level 7?

3. rune arm says max charge is 5. 5 damage levels are listed, so over charged is wasted because you can't go higher than 5?

It just adds charge levels to the stable tier (ie the tier at which it will hold steady at when you move around).
It does not change the max tier of the rune arm.

Even if you have Rune arm Overcharge II (making your stable tier tier 3), you won't go beyond tier 2 with a tier 2 rune arm.

Although five damage levels are listed, as far as I know, if a rune arm says max tier 2, you cannot go above charge tier 2 by any method. The five levels shown are the standard progression for a rune arm of that energy form, but may not be achievable by that particular rune arm.
