Why is it Bound to character and not Account?

BTA:
Greater/lesser hearts
Astral diamonds

Rod of Teleport (iirc)

I hear the next phase of the study is Windows 8.

It's a little off sometimes what is BtC and BtA in the lotteries. I dont think I understand why the guest passes are bound. If you are going to encourage people to buy packs with free guest passes, why restrict them?

Off the top of my head, I cant really think of anything you win in the lottery that would be game breaking to make BtA unless it is BtC naturally.
