i think the only non-weapon item that has shatter is marilith chain.

you can probably craft it onto a shield. though i don't imagine that's quite what you wanted :P

I believe that's a Vertigo effect, and only on the epic version (+15).

The Item "Undying Gaze" from necro 4 tapestries collectibles gives +6 shatter. Its a hat slot, easy to fit.
