From here: http://ddowiki.com/page/Category:Sands_of_Menechtarun_epic_items it seems like Epic Zephyr uses DEX for the damage modifier as well as the atk modifier, but I couldn't find this confirmed elsewhere.
Anyone here knows if it is true? I was thinking about a melee dex build using this.
