Mystical/Martial cannith power cells

Where do these come from? I run both raids and pre req quests several times and never seen either. The new cannith alchemical weapons cannot be crafted without these. So does anyone know where to get them?

10th completion end reward list..... currently. not WAI from what ive gathered.

This is correct. It was acknowledged by a dev somewhere that currently it is the only way to obtain them. They did mention that it would be possible to pull them from chests in a future patch. They didn't eloborate any further.
