Shroud min level?

Hey,

I'm going to have my arty run through flags for shroud and the raid a the lowest lvl possible for shards. I know you can get into meridia at lvl 12, does anyone know if that's also the min level for the raid?

Edit: I have had lvl 13 guildies in (shroud) groups before.

Believe 14 or 15. Two to three levels under quest. 13 would surprise me, but would seem to fit with the sequence for the other two raids in the pack- believe both are runnable at 14.
