To hear players speaking over other DDO background sounds I have to set Voice Volume to max 1.00 and all other volume channels Sound Effects, Music, UI, DM Narration down to 0.10 - 0.15.
However having everything else down at 0.15 means that it is barely audible most of the time.
How many other players have this problem and any suggestions for a solution?

Pritty much the same on my setting
.1 for everything but vocie and master volume
And have no problem hearing sound effects and players as long as there settings are good.
For my output setting in windows I have boost at 80 and ingame max.

Same here. I noticed that some people sound really loud and clear and would be normally heard even with the other sound setting set to 70-100% and some for some strange reason can be barely heard oven with all the other sounds turned off. But the strange thing is that if I try to tell the quiet ones something about it they say something in the lines of "this works for everyone else so I don't feel like changing anything". So it also got me wondering if I am doing something wrong with my audio.

ShotByBothSides (http://forums.ddo.com/member.php?u=289862) in another thread was talking about a set-up that kinda fixes it:

You then run all the audio and voice audio separately through two audio devices and can individually adjust volume for each one of them.
But you need another device to process the audio (a second sound card). Sometimes people already have that (have an integrated basic sound card, but get a separate one to have better quality audio). Also since this is just voice audio even a usb plug in sound card should do the job fine. Another choice could be the Logitech G110 keyboard with an on board sound device.

This have been an issue since the first day they implemented voice chat, it affects EVERYONE to my knowledge.
Go ahead, ask anyone on game about their sound settings and they will likely give you the same story.

I thought that was just how it was supposed to be.
DM voice off (or you can't hear anyone), music, UI and sound effects .03-.05, voice 1.0.

I've found it somewhere in windows 7 options, to boost sound level ridicolously, and now I hear all sounds in game perfectly.
I would post screenshot, but noone would be able to understand it, as I don't use english version of windows, so I don't know how are this things called in english.
But when you rigth click sound level icon on start bar, choose playing devices (3rd), 2 click speakers, extension tabs (4th), and in scrollable list tick tone heigth and volume equalizing (respectively 3rd and last positions).
It may affect sound quality, and as I said, I'm not sure are this things named in english as I stated, but trying won't hurt you :).

Yea it affects everyone.
I have rather powerful speaks so I just use:
0.01 for nearly everything.
Voice 100%
Speakers way up. Game ends up a bit lower volume then players, but still audible.
Wish turbine would look into it some day. I know its gamespys tech, but they could hire a programmer familiar with that code and get some normalization going.

Personally, I would just like to seem them throw gamespy completely off the project and replace it with something like vent, teamspeak, or mumble. This might be more difficult but something that would be worth the trouble.
Additionally, I use a headset for voice chat and then use my regular speakers for SFX. This way your can control them seperatly via the in-game options and adjust them to even levels.
