the premise is simple. AC tank that can hold agro (by threat/intimi) that can do TOD on elite with minimal problem. ( not losing compleatly dps)
any class can be and race ( except Halfelf)

Build a fighter or paladin. They both have "Defender" PrEs.
Fighter is probably easier... Either 20 Fighter with full plate and a shield, or 18/2 fighter/monk with TWF, robes and a wisdom bonus to AC.
AC is mostly gear.

Yes and no to the AC is mostly gear. You also need to plan for it in some regards. Int needs to hit 13 for combat ex. Feats that need to be taken etc.

If you're wanting both AC and DPS (Enough for elite ToD Horoth), you're probably going to be looking at some variant of a paladin, Defender of Siberys. Most likely either an 18/2 monk splash or pure paladin, I would guess.
Problem with trying to get a feasible AC for elite Horoth is that you need a pretty sustainable 91 baseline AC; most builds lose some dps when swapping gear or whatnot to hit that. Not that it can't be done (I'm attempting to build something similar for my main), it just takes a bit more work.
Can't look at builds right now, but you would probably want to go thf for stat consolidation. This also means you'd probably be better off wearing heavy plate, but again, can't look at any builds/gear sets right now to compare (I shouldn't be here right now..oops).
Would have to keep things in mind, such as needing a base 13 int for CE, 14 cha for Divine Might I (More for higher tiers), etc.
Junts has a paladin guide floating around; there's also been several AC threads you can find with a bit of search-fu via Google.

You need a ~lot~ of epic gear to hit 90 sustainable AC. I am one of the only characters on my server with AC this high.

Summary:
For race, I personally prefer half elf. Cleric Dilli is amazing for Heal and Raise Dead scrolls. Since the OP mentioned no half elves, take Human. 1 extra feat for even more toughness! If you happen to find a +3 dex or Wisdom tome, you can change your racial enhancements or level up points accordingly, putting another point into wisdom to even it out. In the rare instance you have a halfling with Hero's Companion or maxed-aura paladin in the group, your AC will be even higher, but those instances are so rare and far in between that I didn't include them in the more mundane calculations. The above is actually my own character's Breakdown (Kelida, soloer of VoD on Hard), except my Grim's Bracelete doesn't actually have the 3 dodge AC yet until next update, but I do have a +3 dex tome to make up for some of the difference.

Here's a draft design I threw together, pre-dates the U11 Defender changes (which are 100% amazing for the build).
Heavily dependant upon Epic Chimera's Fang.

Pardon my ignorance as a returning player trying to under the 'Dilli's'...
I was under the impression that dilli only allowed abilities to 'class-level 3', how does this allow you to use Heal/Raise Dead scrolls?
This answer will help me make up my mind before TR'ing my Monk (Cleric Dilli for the scrolls will work in well with a light build)

You can increase it up to level 10 with enhancements.

Unless you know something I don't, I believe you can only increase it up to 10. Still, that's a 95% on Heal Scrolls, 100% on Raise Dead, and 75% for Greater Restoration.

It is posted as a 36 point, but can be trimmed down to 32 easily. I works well and does decent DPS outside of tanking roles. It grows with the gear you get and/or TRs you do.

I believe the OP wanted a build that could tank Elite ToD. You guys need to be able to sustain roughly 90 AC to accomplish this. And by susainable I mean, something that doesn't require boosts because an Elite ToD fight against Horoth typically lasts about 10 minutes.

Wrong. You do not need ~lot~ of epic gear. My paladin sits at an 85 self buffed AC (only two things with timers on them, and those are 1:30 each)and there is a lot of room for improvement if I TR'ed him. Only epic items that I have that effect my AC are

Epic Maybar Cloak
With the new Mod

If you've got WF you might want to check out the Big Rock Candy Mountain build. I think it's still pretty viable and with the update to the Fighter Pre I think it has jumped back into the runnings post u9. It's a 18/2 fighter/rogue build with high AC, good HP and DPS and umd and evasion.

Ok. Increase my dex score, put away the leviks defender, use the epic swashbuckler. If needed swap out the cavalier plate for a lighter armor that allows for more of a dex mod. Take the dodge feat for another one to my ac. That is another 2-4 points easy.
The gear grind required for that extra 1-2 points that you have vs having a lower ac, is simply not worth it
This is also done on pure paladin to where I am not going to lose out on one of the best capstones in the game.

This is my AC build for players that don't like to grind boring epics. I am just such a player. Fully buffed, with ship buffs, he has a sustainable 90 without a single epic item. Obviously the potential is higher.
Unfortunately it's an half-elf, so according for the OP's request it's out.

Just because one person got their ac up one way, doesn't mean that is the only way to do it anymore.

No . .. no . .. no. What Mr. Helmet currently wears took a hell of a lot of grinding. What he had in that OP was like a month and a half.
People are delusional if they think they can get high AC without work, just like they are delusional thinking you can get high DPS without work. The work presented in the OP is some work but not a lot and mabar's coming again soon.
