Paladins are one of few class that need 4/5 stats to make them good and 28 point build there suffers big time.
Now if you want trap skills you'll need at least 12 in for disable device and search 14 if you would like some umd/spot.
Paladins use cha for their divine might and lay on hands.
Str is for killing stuff. And con is that stuff don't kill you.

You can pull that build off but think you'll delete it round lvl 13-14

16/8/14/14/8/14

1st lvl rog take toughness and power attack
take 2nd lvl of rog when you get +2 int tome. ( so after lvl 8 on lvl 10 if you would like improved critical at lvl 9)

Always max DD and search, rest in UMD/spot/Open lock - depending on youre goals

Again i don't recommend this build :O

Paladin and monks usually need 32 points because they are MAD classes (Multiple Attribute Dependency)
You need STR for melee, CON to survive, CHA for paladin abilities. If you want trap skills and a bit of skill points you need INT too (at least 12). How can you manage to have 4 good stats without 32 (better 36) points build? You can roll it but it will never be the best!

Let's see... a melee/pally needs STR and CON. To use a pally's divine bits'n'pieces you'd want some CHA. To have any chance of maxing trap skills/UMD you'd need a pretty good INT. And to have any half decent reflex saves you want some DEX. WIS is for spell points - ok, you can dump that and use gear to overcome that hurdle.

Ability points are going to be very very very tight. Methinks you'd not impress anyone if you try to fill all the criteria with 28 points. A +2 INT tome at 7 will help a little bit, but... probably never really shine.

If you want to get full ranks in trap stuff you'll need more rogue levels than 2, but that will then exclude the tier 3 PrE options for pally. Pally 12/Rogue 8 would fit better, though probably still not particularly impressive(??)

An optional alternative is perhaps a human variation of the Hurtlocker build, which is more rogue than pally, with a monk splash.

Don't attempt trap skills.
You'll have to spend too much in int to make a viable paladin with the remaining character points.

If you don't/won't have +2 int tome drop str to 15 and put 2 points to int.
You need to have MAX Disable and Search so you are able to do traps.
If you plan to wear +6 int item at all time you can take insightful reflexes earlier ( round 2nd lvl of rog) and drop cleave cause it isn't worth feat slot. If you don't plan to have int item get skill focus: UMD.

Again i don't recommend this build, just trying to help.

Luckness

Evasion and UMD on a paladin are nice and can be obtained without any spend in intellect if you are drow or human. Going for trapskills is going to require at least 6 skill points per level (search / disable / UMD at double cost), while paladins only get 2... thus you'd need 18 INT or 16 INT on a human to do it. Which makes a Multiple Attribute Dependent (MAD) paladin even MAD-er. If you go this route I recommend getting used to saying that you can't get traps (you'll be asked less often than you might think because of the pally icon).

Making a 28 point paladin without tomes is a bit rough but certainly can be done if you don't mind not having your DPS max'd out. You've stated that you want to be a human with a falchion. Going THF is less DPS than TWF on a paladin, but it may be wise considering that you don't have the build points to make TWF viable.

You can switch the enhancements around. You'll want Divine Might III if you can ever afford the Charisma +2 tome (which is easier than you may think). The Skill Focus UMD and Human Versatility allow you to get more UMD earlier.

23 Ranks + 6 CHA modifier (no tome) + 4 Human Versatility + 3 Skill Focus + 3 UMD item + 1 luck + 4 Greater Heroism = 44 UMD. You can drop one or two of these and still hit the 39 UMD needed to no-fail heal scrolls.

15 Reflex + 2 (Dex/Cha tomes) + 3 (Cha item) + 5 (Resistance item) + 1 luck + 1 haste + 4 (Greater Heroism) = 31 reflex, which is plenty, and more is available.

Halp me make a 18Pally/2 Rogue, Rogue for Evasion, Trap skills, reflex saves, and UMD, I want it to be 28 pt, no tomes, no warforged, horc, helf, or drow
Having made a couple of rogue / paladins w/trap skills before, my advice would be to drop the trap skills; you give up too much to get them, unfortunately, esp. w/no twink gear on a 28-pt build. I would focus on UMD & Intim; so something like this:

Yeah, I know, you said no tomes, but at least I delayed them until lvl 20, right? :D The only one necessary is +2 CHA for Divine Might III; and since you can't take DM III until lvl 17 (pally 15), you have ample time to grind or save up for one.

FoP and Extend are kinda placeholder feats. Other options include:

Grab Maximize & Quicken; grab some SP regen gear (Raiyum Torc, Con Opp GS item); add the Devotion enhs; and make yourself a cheapsauce THF version of Aryenne (http://forums.ddo.com/showthread.php?t=204161).
Grab Shield Mastery & bastard sword prof., switch to DoS, and turn yourself into a cheapsauce S&B tank. [In this case, a shield would be for the dmg mitigation & DoS pre-req than the AC, which would be subpar.]

You get up to 4 ranks at first level and 1 rank for each additional level for any skill that your class has (for example, UMD or Disable Device on Rogue, Concentration on Paladin, or Intimidate on both). That's 23 ranks for class skills. You can only get 11 ranks for cross-class skills (for example, up to 11 balance on a pure Fighter or Paladin).

When you take skills in the level at which you take the class for which it is a class skill, you spend 1 skill point for 1 rank. If you try to raise skills when they are not a class skill (for example, raising UMD in paladin levels) then you will pay double, 1 skill point for half a rank, 2 skill points for a full rank.

What maximum skill level is usable or useful depends entirely on what skill you're talking about.

Tumble: 1 rank will let you do it, 23 ranks can let you hit a tumble where tumbling is faster than running.

Disable Device: 1 rank will let you do it, but 23 ranks are needed not to blow up everything at level 20.

Search: No ranks needed to try it, but 23 ranks are needed not to be blind at level 20.

UMD: 1 rank to give it your best shot, 11 ranks if you aren't a bard/rogue/arty, 23 ranks if you are, best skill in the game if you max it. Getting to skill 20 to 22 lets you use a lot of items you couldn't and use some things like nightshield and fire shield scrolls. Once you get a total skill of 39 with all modifiers, additional ranks are less useful, considering that people usually want it to get self-healing primarily.

Intimidate: Kind of all or nothing on ranks, but you get additional threat from attacks just from pressing the button.

Welcome to the DDO learning curve, it's a bumpy ride. ;)

Power Attack is +10 damage if you are using a Two-Handed weapon (more with racial/barbarian enhancements). There is no way on heaven or earth you want to skip the feat on a THF build. :)

It does this at a cost of -5 hit. You do want to toggle it off if you are missing and take that as a signal to work on your strength and hit buffs. (Strength translates into both hit and damage.) Don't worry if you miss with power attack on at lower levels, as this happens to everybody. As your BAB and strength and buffs and gear start to outpace the AC of what you're fighting, you'll have plenty of hit to spare in many situations (the more the merrier) and run with Power Attack on... and wonder where your DPS went if you forgot to turn it on.

Diehard is 100% nonconsequential (usually you get double killed if you didn't just get clocked below -10 hp in the first place... fun at low levels of course and free with Ranger levels and some PrE's) and stunning blow is only good if you get the DC (which is based on strength and enhancements) for it, which is not happening on a pally build.

PA is a must-have for any melee build - period. If you have trouble hitting, that's why it has an "Off" switch. :D
