Question regarding enhancements/enchantments

If I have an item that gives me a +1 intelligence boost when worn, and that boosts me from 7 to 8, would that get me 3 skill points per level-up?

For some reason, equipped items will not help you in getting more skill points when levelling up.

However, consuming tomes will.

That stinks. I was hoping I wouldn't have to spend TP on a +1 tome just to balance out my Horc.

Equiped items (and Enhancements) provide temporary bonuses. Temporary bonuses do not provide permamanet boost (I.E. additional skill points at level up).
