Did anyone else notice drop in run speed after you shoot runearm?
I tested that just after logging I will run from point A to B in 17:36s, after I charge and shoot runearm, it will take 21:10s.

Yes. Did not do a timed test but after firing the rune arm once the run speed decreased to a crawl. Had to relog to fix it. Its pretty bad. But the good news is that after some testing with the rune arm they are not worth the effort of firing. Your assault rifle cleans the room of baddies much faster then runecannon.
Also while trying to fire the Chimeras cannon I only hit baddies in front of me about 30% of the time. At other times it fired right behind me. It is of course fun to fire lightning from your arse but I would still prefer to shoot in front of me.

The rune arm itself isnt meant to be the be all and end all of dps.

Its true strength comes from the fact that you can charge and fire it IN TANDEM with whatever else you are doing....be it casting, firing the crossbow, or general tomfoolery. You essentially can control 2 actions for DPS on an artificer in sync.

Also the rune arm type adds to that damage type to what ever weapon you use...That is about all the good I see for them at the lower levels...
